INITIAL MEETIlc WITH TLOAIDA PG'ER CORPORATION (CRYSTAL RIVER UNITS 3 AND 4; DOCKETS 50-302 AND 303)

The initial meeting with the Florida Power Corporation, applicant' hob.the Crystal River plants, was held on Tuesday, September,26, 1967. 'The meeting attendees are listed on Table I at the end of this meno.'.

The purposes of the meeting were (1) to acquaint the applicant, his con-sultants, his designers, and his suppliers with the AEC personnel and precedares imolved in thia review; (2) to present the AEC detailed review r

plan and schedulo; and (3) to receive from the applicant discussion, in-greater detail than usual at this ctage, on the 4!cquacy of the site and enviroornent.

Dr. R. G. Doan of the Unf versity of F10rida, ev'euhant to CAI, presented.

his findings and a movie reaarding wave action during the maxt:nu:s probable hurricane (MP11). His studies used as a point-of-departure the still water height, u.vs haight, and wave period for the MPH furnished by. R. O. Eaten -

(comnitant to CAI),

'he novia Nccatrated the design adeg:acf of th: vave urs to ornent signi ficant ta x levels fro.:: reaching critical area: of the' plant (such as nuc1 car servies ecclar pueps, berated weer stor' age tanks, etc.). Uo painted the need for docutwntatica in such areas as: intake struc -

ture, subsurface details on foot tugs, depressed water:1evel infort:atica, and '

and a copy of the movia.

.m OCT 0 1967 George Kear of I?C reviewed their schedule for design and construction as coc: pared to our review schedule. There era no schedule conflicts at this writing.

colaan and Daniels concented on rite cateorology. The area is quite uneventful, netcorologywiec, execpt for hurricanas. The tarrain is rather flat. On-sita data is just starting to be available and no real eenclusions are available yet. Tornadoes are relatively infrequent (none in Citrus County in last 50 years). There are no residents nearby and apparently the nearby land is not growing residentially. However, we noted that Part 100 doses were exceeded by a fat tor of 4 during the design basi accident, with no credit for containment spray. 3&W stated that they have no plans to deviate frc:a sodiu:s thicaulfato, even though others (e.g. Westinghouse) hava other plane.

tick Wright of GAI discussed the sito gaology' in sees detail. He displayed an elegant model of subsurface soil characteristics. All fcundations for critical buildings (R3, tt'rbino, auxiliary) vill be ca mat atop coaparent
