Dear Mr. Kruesi:

In accordance with Federal Regulation 10CFR50.55E, we wish to submit this interim report regarding a nonconformance that occurred durin;; the installation of the Nuclear Service Sea Water Piping at the Crystal River Plant site. Verbal notification concerning this noncon-formance was cade to Region II DRO personnel by telephone on October 10, 1973.

During a subsequent visit to the plant site, Region Il DRO inspection personnel observed the nonconformance.

The nonconformance consisted of the failure to cpply a seal fillet weld to the pipe at the joint in accordance with the manuf acturer'c (Interpace) drawing. This weld detail was not shown on the GAI engineering drawing. Gilbert Associates, Inc. engineering presented an analysis of the system as constructed and preliminary results of that analysis indicate that the pipe could remain in position as placed. However, it is felt that an inspection of the actual joint installation would be necessary to verify the assumptions used in the analysis. Therefore, at this time, since this inspection has not been completed, we cannot advise you that this resolution is final.

It is expected that a final report regarding the disposition of this nonconformance will be made by December 1, 1973; and that we would intend to file a final report to you by December 15, 1973.

Since the issuance of the nonconformance report, Florida Power Corporation has reviewed the activities of the construction personnel and quality personnel who were involved with this installation and have initiated corrective action to preclude the re-occurrence of this type of nonconformance.
