Q

. To:

Mr. DeYoung April 4, 1974

3) Our February 6th response also indicated that the Holythane seals and the G.E. SF-96(5')) hydraulic fluid employed in the restraints used on various piping systems inside containment were not compatible for their expected environment. To correct this situation the Molythane seals are being replaced with Parker EPR(Ethylene - Propyline) type seals.

~

The hydraulic fluid will remain unchanged. The Parker EPR seals and the G.E. SF-96(50) fluid are compatible iJith each other and their expected environment.

The hynraulic restraints located inside and outside the containment (items #2 and

  1. 3 abc,e) have been sent to the Power Piping Company in order that the necessary changes to the seals or hydraulic fluid can be made.

Our proposed technical specification for a snubbr.r surveillance program is attached.

This will be included as Technical Specification 15.4.11 " Hydraulic Shock Suppressors (Snubbers) Inspection" in our next Amendment to tt e Final Safety Analysis Report for Crystal River Unit #3.

Please feel free to contact us if further clarification or discussion of the above is required.

Very truly yours,.
