Dear Sir:
Enclosed are one (1) executed original and five (5) copies of Florida Power Corporation's Application for Amendment to our Special Nuclear Material License No. SNM-1275 for Crystal River Unit #3.
This license authorizes the receipt, possession, inspection, storage, and packaging for transport of enriched uranium in the form of reactor fuel assemblies, and the receipt, possession, and storage only of Americium-beryllium-curium neutron sources.
The proposed modification is to Section 3.1.3 Control of Access on page five of our Application for a Special Nuclear Materials License which was filed with the Commission on August 23, 1971 and subsequently revised on November 26, 1974, August 6,1975, and September 23, 1975.
The revised page to this application contains a date of revision and a vertical line in the right margin identifying the modification made to the existing page.
This modification to our Application is necessary as security control of the total site is not possible at this time due to the ongoing construction activities at Crystal River Unit #3.
However, as indicated in our Application, access to the fuel storage area will be available only through metal gates and/or doors which will be closed and locked with heavy duty security locks except during periods of authorized activities in the storage area.
In addition, until such time as access to the Crystal River plant site is under the total control of the security guards, a guard will be stationed at the fuel storage area 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> a day while fuel is being stored on site.

Control of access to the fuel storage area sill be under the direction of Florida Power Corporation's Nuclear.9 ; ant Superintendent at the Crystal River Plant Site.
Access to the new fuel storage area is under the control of security guards.
3.2 STORAGE METHODS 3.2.1 SHIPPING CONTAINERS The steel shipping containers are to be supplied by the fuel manufacturer, Babcock & Wilcox Company.
Babcock & Wilcox has applied to the Division of Materials _ Licensing of the United States Atomic Energy Commission for a license for the shipping container The Babcock & Wilcox application has seen assigned Docket No. 70-1201.
License No. SNM-ll68, Amendment No. 71-1 has been received for these containers.
3.2.2 STORAGE BUILDING AND RACKS The fuel storage area is located in the Auxiliary Building of the plant which is a concrete and steel, metal-enclosed structure.
The fuel storage racks are designed to provide a minimum center-to-center spacing of taenty-one (21) inches between fuel assemblies.
