Dear Sir:

Enclosed are one (1) executed original and five (5) copies of Florida Power Corporation's Application for Amendment to our Special Nuclear Materials License No. SNM-1275 for Crystal River Unit #3.

This license authorizes the receipt, possession, inspection, storage, and packaging for transport of enriched uranium in the form of reactor fuel assmeblies, and the receipt, possession, and storage only of Americium-beryllium-curium neutron sources.

The proposed modification is to Section 3.2.5.1 Monitoring System on page nine of our applicaticn for a Special Nucleir Materials License which was filed with the Commission on August 23, 1971 and subsequently revised on November 26, 1974. The revised page to this application contains a date of revision and a vertical line in the right margin identifying the modification made to the existing page.

This modification to Section 3.2.5.1 Monitoring System _ will increase our flexibility in the types of area radiation monitors that can be used in the New Fuel Storage Area. This added flexibility will enable us to maintain our present schedule for fuel delivery which is to begin in October, 1975.

s Therefore, it is cor luded that the conditions of moderation within assemblies and less than full moderation between assemblies are not credible.

The neutron sources described herein will be stored in their shipping. containers in the Fuel Storage Area and will have a negligible effect on the multiplication factor of the fuel array.

I 3.2.5 RADIATION MONITORING AND EMERGENCY PROCEDURES J

3.2.5.1 Monitoring System l

l A.Trapelo TA-90 series Area Monitor or equivalent shall be maintained in the New Fuel Storage Area.

The monitor will be equipped with an external audible alarm of sufficient intensity to be heard throughout the fuel handling and storage areas.

In addition, personnel authorized to enter the Fuel Storage Areas shall carry personnel monitoring devices; radiation monitoring of the storage area shall be conducted on a routine basis; and portable radiation survey instruments shall be used during all fuel handling operations.

The procedures for inspection and handling and the conditions of l

storage of fuel assemblies preclude the possibility of accidental criticality.
