CPPR-51, DOCKET NO. 50-302 The attached report covering a routine inspection on May 11-lh, 1971, is forwarded for information. Nonconformance items were identified and a CDN is under consideration.
The licensee has nov employed a manager for the QA program, formerly with United Engineers and Constructors (UE&C) and experienced in nuclear plants.
We vill expect to see noticeable improvements in the control of quality j
i during subsequent inspections. Our inspector has continually discussed
\\j veaknesses in QA/QC with the licensee in the past, particularly regarding
~
better planning and documentation. E=ployment of manager of quality assurance is a step in the right direction, since lack of experience has been a major problem with onsite personnel assigned to QC.
