Identification of occurrence:
Hydraulic Snubber MUH-44 inoperable contrary to Table 3.7-3 of Technical Specification 3. 7.9.1.

Conditions Prior to Occurrence:
In Mode 5, Cold Shutdown, performing SP-201.

Description of Occurrence:
o At 1400, in the process of performing the Hydraulic Snubber Inspection SP-201, Snubber MUC-44, located on the 2-1/2" H.P. injection line in the Reactor Building, was discovered disconnected from the snubber eye to the pipe clamp. The snubber ss removed and renewed with a functionally tested spare. MUH-44 was restored operable within 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br />.

Designation of Apparent Cause of Occurrence:
The cocter pin that connects the snubber eye to the pipe clamp was missing. The reason for the missing cotter pin is unknown at this time.

Analysis' of Occurrence:
There were no safety implications to the plant or public other than the loss of pipe restraint capabilities of MUH-44.

Corrective Action:
MUH-44 was renewed with a functionally tested spara snubber and SP-201 revealed other _ snubbers operable.

This was the first occurrence of this type.
