Unplanned release at < ' e vaste gas contrary to Environmental Technical Specification 5.6.2.A.

6. Conditions Prior to Occurrence:

7. Description of Occurrence:

. At 0115 while venting the makeup tank to the waste gas icw pressure header, an unplanned radioactive gas release to the Auxiliary Building occurred. The i

maximum instantaneous release rate at the peak of the discharge profile was 87.

8. Designation of Apparent Cause:

Unknown at this time. Previous release, LER 77-49E was associated with a blown loop seal, however, this release occurred with all seals functional in the waste gas header system.

9. Analysis of Occurrence:

The health and safety o f the plant and general public were not affected as the maximum instantaneous release rates were not exceeded.

10. Corrective Action:

An investigation is underway to establish the cause in order to define necessary corrective action. .As yet, no conclusion has been reached.

11. Failure Data:

This was the second occurrence of an unplanned release originating from the waste gas system. See LER 77-49E dated 14 June 1977'.
