Dear Mr. Moseley:

In response to the Infraction noted in the referenced Inspection Report, we offer the following:

"In fraction Contran to Technical Specification 6.9.1, " Routine Reports and Reportable Occurrence Reports" the notification of a deficiancy by Babcock and Wilcox Company to Florida Power Corporation on December 30, 1976, regarding a Westingbouse Pressure Transmitter, Model No. 59PH, was n)t reported to the NRC."

This item had not been reported prior to the referenced inspection because specific reference to potential failures is not specifically discussed in Regulatory Guide 1.16 Revision 4.

Section 2.a. (9) addresses "Perfor=ance of structure systems or components.

Discussion with the Inspectors and their subsequent telephone concunicatica with your office did define the re-quirement inasmuch as the Note in the Section calls for reporting of poten-tially generic problems.

Notification was given to the Inspectors promptly, and a formal Licensee Event Report was submitted on 3 March 1977 as Licensee Event Report 77-18.

Further noncompliance should not occur inasmuch as the Licensee now understands that potentially generic problems are to be reported as Prompt Notification With Written Pollow-up.

We believe the foregoing to be sufficient for full compliance.

The referenced report contains no information which we believe to be proprie-tary. It may, therefore, be placed in the NRC's Public Document Room.
