Identification of Occurrence:

Exceeded the 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> time limit for reduction to less than / % thermal power as required by Technical Specification Action Statement 3.1.3.3. A.1.

Conditions Prior to Occurrence:

Verifying the position of Rod 3, Group 6 as required by Technical Specification f-3.1.3.3, upon loss of the absolute position indication.

Description of Occurrence:

As a result of loss of absolute position indication of Control Rod 3, Group 6, power reduction to less than 60% thermal power was required to be achieved within 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> by Technical Specification Action Statement 3.1.3.3.A.1.

Be-cause of several minor difficulties af ter the initiation of power reduction, the 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> time limit was exceeded by I hour and 7 minutes. At that time (0600),

the Action Statement was met except for the time interval. Conditions surround-ing absolute position indication failure will be reported as a 30 day written report prior to 30 July 1977.

Designation of Apparent Cause:

This event was a result of operator failure to anticipate the potential for equipment problems which retarded power reduction to less than 60% in the re-quired time frame.

Analysis of Occurrence:

There was no safety related significance to this event.

Corrective Action:

Operations personnel were instructed to heed Technical Specification requirements as to time frame limits more conservatively and take necessary steps to insure these time limits are met.
