Identification of occurrence:

Chemica1' addition pumps CAP-3A & 3B inoparable contrary to Technical Specification 3.1.2.2.

Conditions Prior to Occurrence:

The plant was preparing to achieve' criticality by adjusting boron for the accept-able critical rod position..

7.

Description of Occurrence:

l At 0700 in preparation for criticality, an attempt to adjust Reactor Coolant boron f-concentration for acceptable critical rod position revealed that r.either chemical addition pump CAP-3A or CAP-3B would deliver boric acid to the makeup tank. -Both chemical addition pumps were flushed with demineralized water and the pumps restored operable within two (2) hours. Startup resumed without incident.

Designatio'n of Apparent Cause:

The cause of P.his event has not been determined as of this' date, as the event has not reoccurred.

9.

Analysis of occurrence:

This event had no safety implications as the high pressure injection pumps and the bor9ted water storage tank were available and operable.

10.

Corrective Action:

An evaluation of this occurrence has been requested and corrective action will be taken pending results of the evaluation.

11.

Failure Data:

This was not a repetitive occurrence.
