Dear Mr. Moseley:

This report is submitted in accordance with Technical Specification 6.9.1 and Regulatory Guida 1.16, Revision 4, Section 2.a. (4) as a written Fourteen (14) Day-Report. Your office was notified cn 3 February 1977 of this event.

While in Mode 3 (Hot SP:mdhy) during startup, routine chemistry surveillance disclosed a Boron dilution of approximately 50 ppm.

p This constituted a 0.57% reactivity insertion.

The cause of this event was inadvertent restoration of an unborated makeup and purification dominera11nar follwing the loss of a 4160V unit bus. The domineralizar was immediately by-passed.

The shutdown margin remained greater than 4% a K/K and all Safe p Rod Groups were withdrawn and cocked. Therefore,, no adverse conse-quences resulted.

Ver/ truly yours, FLORIDA POWER CORPORATION
