SUBJECT:

DOCUMENTATION FOR ALL B&W AND SEP PLANTS On May 2,1979, Dennis Crutchfield of my staff and Myrna Steele of your staff developed the enclosed listing of nuclear plants for which documentation should be gathered from the many existing files, processed (by TERA) through the Documentation Control System (DCS) and reduced to titled microfiche so that the NRC staff can have rapid access to a full set of documents and have confidence in that set of documents.

This memo is to formalize that listing of plants and record NRR's reasons for requiring this support.

At the inception of the Systematic Evaluation Program (SEP), the NRR staff requested that ADM:TIDC provide a verifiable and complete set of documents relating to each SEP plant.

The integrity of this set of documents would be maintained and infonnation would be more accessible.

We appreciate the efforts expended by ADM:TIDC to respond to our needs. The TERA contract for the Document Control System (DCS) was a positive step to help meet our needs.

With the advent of the TMI-2 accident, substantial additional work has been placed on the NRR staff.

In order to help us to more effectively discharge our mandate to protect the public health and safety, we are request-ing that all the documentation on the plants listed in the Enclosure be gathered, processed through DCS, and microfiche made for staff use (at least until video terminals are available to the majority of the staff).

As you know, both timeliness of review and completeness of documentation are critical for the NRC to carry out its responsibilities.

In order for the nuclear licensing process to function most effectively, we request that you l

backfit all the documentation on the plants listed in the enclosure.

If any scheduling mandate is given to your office that cannot be accommodated, we would like to work out a solution with you to ex-pedite the processing.

Meanwhile, we request that you provide us with a schedule as to approximate times we can anticipate documentation of each plant to be completed.

We appreciate your responsiveness to our needs in the past and look forward to working with you.
