Ouestion #3 of THW-505 On loss of offsite power, are the cooldown rates w1:hin the Davis-Besse Unit 1 Technical Specification pressure :e=perature li=its? Is the cooldown rate worse chan that assumed in deriving the design cycle number of 40? Also, is the cooldown rate for the main steam line or loss of feedwater accidents worse than as dese 1 bed in the FSAR? Also, document that fuel damage limits assumed in the FSAR are not exceeded following a loss of offsite power, loss of feedwater or a =ain steam line break.
Response
- The. analysis of two loss of offsite power. events at Davis Besse 1 on Uovember 29,'1977 and January 15, 1979,' has been performed. Figures 1 through 8 display a comparison of actual plant data and values assu=ed in the Technical Specifications or in the Reactor Coolant System Functional Specification.
Figure 1 shows that on the worst of the two events the pressure-tempera:ure envelope of the Tech. Specs was not violated.
0 Figure 2 shows that the actual RC temperatures decreased as much as 80 7 below those predicted in the RCS functional specification.
I Figure 3 shows that minimum RC pressure is nearly 600 psi lower than the Lpredicted value.
Figure 4 displays the rapid decrease in steam' pressure as the' auxiliary feedwater system was employed to restore a specified level in each stea=
generator. This action is the' primary cause of the very low RC' pressure and the RC temperature.
The analysis of the second loss of offsite power event is presented in Figures 5 through 8.
The test data of this successful transient is con-pared with the pressure-te=perature envciope of the Tech Specs and is ex-hibi ed in Figure 5.
Figure 6 shows that the hot leg te=perature is still more than 70 F below the predicted T at curve. Figure 7 shows that min-h r
l inum RC pressure is only 200 psi below the predicted curve.
Figure 8 shows the improved control cf steam pressure and that a maximum deviation between actual and expec:ed values is only 115 psi.

transient cycles on the system. The second event is treated as a repeatable and successful example of an actual loss of offsite power from 15% oever level rather than full power.' Eoch transients have been reviewed as to their influence on :he 40 allowable cycles for the loss of offsite power transient, and :he fo1*; ewing conclusions were drawn:

The cooldown rates for both test conditions fall within the bounds of the pressure vs. temperature limits as set forth in the Tech. Spec.
It should be noted that the main purpose of the pressure vs. temperature limits in the Tech. Spec., are to assure against non-ductile failure of the pressure boundary.
If one did violate these li=its there is a chance of non-ductile failure at that time, but once back within the limits then the concern is relieved. A violation of these limits with-out failure has no effect on the vessel, and is of concern only as a point of lack of control.

The RC pressure and steam pressure for both tests, actually produced stresses less severe than what would have occurred if the response had followed that shown in the functional spec.

The RC temperature response for both tests, though not stnilar to the predicted response shown in the functional spec., will tot invalidate the 40 cycles that have been allocated to the loss of o !fsite power events. The stress range and associated usage factor for both the act-ual transients and the functional spec. transients are 'asignificant, so there is no basis for concern.
The safety analysis (Chapter 15) presented in the Davis Bessa 1 FSAR was performed using conservation analytic techniques and assumption to demon-strate conformance to established acceptance criteria (i.e., over pressuri-zation, DNBR, dose release, etc.).
For overcooling events, ;uch as a stea=
line break, the heat de=and is maxi =ized by the analysis asr amptions; thus, the cooldown rate would not be worst than as described in f ne FSAR. The
~
loss-of-feedwater)(LCFW)transientinthe.FSARwas,however,evaluatedto; maximize over heating and.over prossurization consequences. The cooldown' Trace for' a LOFW could be shown to be worst than.that reported in the FSAR aby alternate choices of initial conditions and single active failures. [A iLOFW transient evaluated from _an over cooling standroint would _still be' bounded by the cooldown_ rates.of other transients.(i.e., results would be acceptable).
In summary, the accident analysis. presented in the Davis Besse 1 FSAR remain valid (i.e., no de'.rease in margin to established accept-ance criteria) with the CTSG dual level ~setpoint design' feature.
