Dear Senator Pastore:

As p$rt of the Nuclear Regulatory Commission's review of the

~

recent BWR core spray piping crack problem, we requestec' review of this matter by the Advisory Committee on Reactor

~

Safeguards (ACRS). The ACRS has responded promptly - a copy of their replies are attached.

- You can see that the request contained in my letter of February 12 to the ACRS resulted from remarks made in the ACRS letter of Feb ruary.8.

The ACRS then responded to this letter with the additional report of February 14.

These two additional reports on the piping crack question reinforce our previous conclusion that the affected BWR's can be safely returned to operation when the required inspections have been performed and any cracks detected thereby have been repaired.

The ACRS's conclusions regarding crack propagation rates will be factored into the Commission's requirements for in-service in-spections of BWR piping.

We will be pleased to be of assistance to the Joint Committee on Atomic Enera,y if further information is needed.
