EXTENSION OF CONSTRUCTION COMPLETION DATE FOR OCONEE NUCLEAR STATION, UNIT'2 On August 29, 1973, Duke Power Company filed a request for an extension of the completion date for the construction of the Oconee Nuclear Station, 4

Unit 2.

The only modification proposed to the existing construction permit is an extension of the construction completion date which does not allow any work to be performed that is not already allowed by the existing con-struction permit. Therefore, the staff finds that this action does not involve any significant hazards consideration. The staff also finds that the applicant's explanation in its letter of August 29, 1973, that the delays in the Oconee Nuclear Station construction were due to (1) diver-sion of construction forces from Unit 2 to Unit 1 to solve problems occasioned by the lateness of Unit 1,. (ii) delay in delivery of major reactor coolant components, and (iii) modifications required to the reactor vessel internals for Unit 2, is reasonable and shows good cause for the delay.

The Regulatory staff finds that prior public notice of an Order authorizing the requested extension is not required since the action does not involve significant hazards consideration, and that good cause exists for the issuance of an Order extending the completion date.

Accordingly, issuance of an Order extending the latest completion date for the construction of the Oconee Nuclear Station, Unit 2, as presently set forth in Construction Permit No. CPPR-34 to November 4, 1973, should be authorized. The Order is to be effective on the date of issuance.
