REQUEST FOR CHA! IGE IN TECliNICAL SPECIFICATION 4.4.2 SUBSTITUTION OF SURV2ILLANCE TENDON 2D28 ENGINEERING BRANCN DIVISION OF OPERATING REACTORS 1.

Indicate whether any damage has been done to the concrete, anchor hardware or the conduit (also trumpet) in the vicinity of/or adjacent to, the damaged tendon 2D28.

2.

Describe the procedure which will be used in installing the new tendon replacing the broken tendon 2028 and especially to what level of prestress it will be tensioned. Justify this level, considering that the new tendon has to participate in load sharing with the existing tendons, during a i

postulated LOCA.

3.

Since the total number of surveillance tendons is prescribed by the R. G.1.35 and the Technical Specifications indicate what surveillance tendon will be substituted for the broken 2D28.

4.

Provide the results of wire inspection and testing for one wire in the broken tendon 2D28, as prescribed in the Technical Specification.

In accordcnce with your request, the Engineering Branch, Division of Operating Reactors has reviewed the structural and catorial aspects of the infomation submitted by Duke Power Company in the document listed above.

By letter dated June 12, 1978, Duke Power Company proposed a change to Technical Specification 4.4.2 deleting a daaaged tendon from the Oconee Unit No. 2 containment tendon surveillance program. The tendon was damaged during a scheduled inspection and had to be replaced by a spare. The licen::ce considers the reaaining available tendons in the program as sufficient to provide the needed caterials history.

The Engineering Branch uas requested to review the proposed change and either prepare any necessary requests for, additional infomation or a Safety Evaluation to accompany a itcense amendment. The target date for task completion is July 31, 1978.
