Dear Sir:
Pursuant to 10CFR50, 550.90, please find attached a proposed license amend-ment which includes several proposed changes to the Oconee Nuclear Station Technical Specifications.
In Specification 3.8, a change of an administrative nature has been made.
As noted, the numeral designation ci the installed radiation monitors have been changed to accurately reflect the correct monitors.
The previous nus-bars reflected process monitors as described in FSAR 11.1.2.4.2, Table 11-3 and were not correct.
The actual monitors required for use are area monitors and are oescribed in FSAR 11.2.2.2, Table 11-9.
Specification 4.4.2 has been revised to delete reference to a tendon that was damaged during a scheduled inspection.
While conducting a lift off test of tendon 2D28 of the Unit 2 Reactor Building, a shim broke, severing several of the wires in the tendon.
This tendon will be replaced.
However, it is not meaningful to consider the replacement a monitor for symptoms of material deterioration or force reduction as the original was.
It is considered that the two additional dome tendons as well as the six horizontal and vertical l
tendons still available are sufficient to provide the necessary material history.
The change only applies to Unit 2 as is indicated on the proposed revision to the_ Technical Specification.
Cn October 13, 1976, a proposed Technical Specification revision was submitted

to the NRC to permit operation with one Keowee hydro unit out of service for extended periods of time.
Additionally, the surveillance requirements for the emergency power sources were revised.

Page Two June 12, 1978 determined to be impractical to fulfill.
Specification 4.6.2 requires, in part, that a Keowee hydro unit carry, within 25 seconds of a simulated requirement for engineered safety feature, the equivalent of the maximum safeguards load of one Oconee unit.
This require-ment cannot be met as specified.
Under a postulated requirement for emergency power, each Keowee hydro unit is capable of starting and providing necessary power within 25 seconds.
They are automatically aligned, during their startup, to de-energized buses, which eliminates the requirement for phase synchroniza-tion and voltage matching during load transfers.
There is no load sequencer as is present on diesel powered emergency power systems.
It is not practical to simulate this condition for test purposes.
The test could not be accomplished with a unit operating without causing a reactor trip to occur.
If the test were accomplished with a unit shutdown, all systems associated with the unit would be required to be fully operational in order to provide sufficient electrical load.
This would severely impact scheduled maintenance during planned outages, which would adversely affect overall unit availability.
It is not possible to provide the required load within 25 seconds for the test from Duke Power grid system, since several minutes are required to safely synchronize the output of Keovee with the grid system.
Failure to synchronize could severely damage generation equipment and circuit breakers. The specified time interval of 25 seccnds, while acceptable during a postulated emergency, is not practical for a test requirement.
Therefore, it is proposed that the specification which is currently in effect be replaced with its precursor.
This specification re-quires that each Keovee hydro unit be verified capable of carrying load within 25 seconds.
The reference to the amount of load to be carried has been deleted.
The proposed amendment is considered to involve several changes of the Class III type incorporated into one proposal with duplicate amendments required for two identical units. Accordingly, a check in the amount of $13,100 is attached, consisting of the licensing fees for one Class IV amendment fee and two Class I anendment fees.
