Enclosed please find two applications from KMS Fusion, Inc. for licenses to export tritium as microshell glass pellets to the United Kingdom and to Italy to be used as targets in laser-fusion experiments.

Before taking action on these license applications, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the issuance of the requested licenses would be inimical to the interests of the United States, including the conmon defense and security, and whether the proposed exports meets the applicable criteria in the Atomic Energy Act, as amended by the Nuclear Nonproliferation Act'of 1978.

Pellets are individually mounted on a film of nitrocellulose formed in the depression of a microscope slide.

Microscope slides are packaged in plastic mailing box containers which are sealed with parafilm sealing film.

The mailing containers are sealed in a one gallon paint-type can, which is 4

cushion-packed within a 12" x 12" x 12" corrugated cardboard box, which in turn is cushion-packed within the outer 16" x 16" x 16" corrugated cardboarf, i

shipping box.

Item 8 (c), Application KMSF-0480-FR Pellets are attached to a thin post, which is supported by a polypropylene winged holder. The holders are individually sealed into 20 m1 scintillation vials, which are cushion-packe'd into a 1/2 gallon (1.43 L) paint-type can.

The can is cushion-packed into a 31 cm x 31 cm x 31 cm inner corrugated cardboard box, which in turn is cushion-packed into the outer 41 cm x 41 cm x'41 cm corrugated cardboard box.

The quantity to be shipped will be less than 100 mci per shipment of tritium gas (Transport group VII) which is an exempt quantity.
