Attached is Revision 1 to License Change Application 59.
Revision 1 consists of new Technical Specifications 3.3.3.8, Limiting Conditions for Operation, and 4.3.3.8, Surveillance Requirements, and deletes the previous request for modification of License Condition 2.C.(8).
A fee of $4,000 for a proposed Class III request for amendment was previously submitted on April 14, 1980 with the original License Change Application.
Additionally, our letter of April 14, 1980 responded to your letters of March 25 and March 18 concerning Trojan fire protection modifications.
Item 3 of that letter should be disregarded.
PGE has determined at this j
time to proceed with the alternate or remote shutdown system (decouple switches) required by License Condition 2.C.(8) and the NRC's SER of March 22, 1978.
The topical report, PGE-1012, Trojan Nuclear Plant Fire Protection Review, will be revised to reflect the "as-built" status of the decouple switches af ter their installation.
In accordance with NRC criteria clarified by a telephone discussion with members of your staff on May 7,1980, single failure criteria is not assumed for the

installation of the decouple switches.
Although proposed Technical Specifications 3.3.3.8 and 4.3.3.8 were not submitted 90 days prior to expected implementation, we hope that your prompt attention will allow approval prior to our startup tentatively scheduled for June 21, 1980.
