Dear Mr. Counsil:
The Commission has issued the enclosed Amendment No. 33 to Facility Operating License No. DPR-61 for the Haddam Neck Plant. This amendment consists of changes to the Technical Specifications in response to your request dated January 3,1978, as supported by information transmitted by letters dated i
September 3,1976, October 15, 1976, December 3,1976, March ',1977, March 21,1977, April 26,1977, June 1,1977, September 7, '
,7, November 30, 1977 and March 6,1978.
This amendment authorizes changes that will enhance low temperature overpressure protection and increase assurance that the reactor vessel will not be subjected to pressure transients which could exceed the limits established in accordance with Appendix G of 10 CFR Part 50.
During our review of your application we found it necessary to modify your proposed Technical Specifications. We have discussed these changes with your representative and have mutually agreed upon them.
Copies of our related Safety Evaluation and the Notice of Issuance are also enclosed.
