This is in regard to your letter dated April 3,1980 concerning your shipping activities associated with the NLI-1/2 packaging.
It will be necessary for you to have an approved quality assurance (QA) program as required by 10 CFR 571.12 prior to your delivering a package to a carrier for transport.
In accordance with 10 CFR 671.51(d), you may apply your previously approved Appendix B, Part 50, to your transportation activities.
If you choose your Appendix B program, please notify us and indicate the date(s) of your submittal and the date of the NRC approval.
Your reference to another person's QA program is not acceptable.
Your QA program should include as a minimum, how procurement, maintenance, repair, and use of packages by Baltimore Gas and Electric Company will be met. All othershippingactivities,(i.e., design, fabrication, assembly, testing, and modification) may be satisfied by obtaining certifications from package suppliers that these activities were conducted in accordance with an NRC-approved QA program.
However, it is the responsibility of the licensee-user that all transportation activities meet the requirements of 10 CFR 571.51.
