REVIEW 0F LICENSE AMENDMENT APPLICATION DATED OCTOBER 22, 1979, FOR TEMPORAP.Y INCREASE IN PLUT0NIUM POSSESSION LIMIT, 07001257A02S

Background

Exxon is presently authorized for a possession limit of 10,000 kilograms of U-235 and 100 kilograms of plutonium, in addition to small amounts of special nuclear material as sealed sources and for analytical and other purposes.

Ninety kilograms of the plutonium must be in encapsulated form and the licensee has discontinued operations involving unencapsulated pl utonium.

The~ licensee has been requested to assemble four mixed oxide fuel elements using finished, encapsulated mixed oxide fuel rods which would be delivered to the plant.

The licensee would also package the finished fuel assemblies for shipment.

Discussion Radiological and Nuclear Criticality Safety The fuel assembly operation does not require penetration of the clad fuel rods and thus the operation does not present a serious radiation safety problem. The operation will be carried out in accordance with conditions referenceo in the October 22, 1979, application.

These conditions were reviewed and incorporated in the license issued July 18, 1974, by Item 8, and by Amendment No. 1, issued September 13, 1974.

DEC 101979 Environmental Impact of Fuel Assembly Operation The fuel assembly operation is basically a mechanical procedure and should not result in a significant environmental impact.

Conclusion and Recommendation Based on the facts summarized in the foregoing paragraphs, the proposed license amendment can be issued without undue risk to the health and safety of the operating personnel or to the public.

Furthermore, issuance of this license amendment is not deemed to be a nejor federal action significantly affecting the quality of the human environment; and thus, pursuant to 10 CFR 51, Section 51.5(d)(4), no environmental impact statement, negative declaration, or environmental appraisal need be prepared.

I recommend approval of the application.
