Braidwood Station Units 1 and 2 QA Plan During Extended Construction Delay NRC Docket Nos. 50-456 and 50-457 Reference (a): March 3, 1980 letter from L. Rubenstein to D. L. Peoples

Dear Mr. Rubenstien:

In response to your request in Reference (a), attached is a copy of the plan which was implemented during the suspension of construction at Braidwood Station from September 1979 to March 1, 1980 at which time construction was resumed.

The purpose of this plan was to prevent the degradation of quality of safety-related equipment, components and structures. This program supplemented the requirements of the Commonwealth Edison Company Quality Assurance Program and other construction procedures relative to maintaining quality of these safety-related items.

The attached program was implemented under the guidance of the Braidwood Construction Superintendent and the Braidwood Quality Assurance Supervisor. Initially, normai manufacturer procedures for temporary storage of safety-related equipment, components and structutes were expanded to acc: amadate increased surveillance during the suspension of construction activities at Braidwo3d. As the delay progressed, Commonwealth Edison requested all manufacturers who had shipped equipment to the site to provide cheir long-term storage requirements for up to a two-yea *. period. Braidwood Station perscnnel were in the process of receiving and evaluating the manufacturers' responses for their applicability to the Braidwood procedures for an extended construction delay when construction was resumed. At the time of the suspension of construction activities, a 100% audit and documentation of all QA records was performed. The records were brought up to date, sealed and placec under the control of the site QA Department.

In addition, the NRC Region III office has monitored the Braidwood Station activities with regard to the storage of safety-related equipment, components and structures during the suspension of construction activities.
