Dear Sir:

In response to your request dated December 13, 1979 for additional information regarding loss of off site power events, the following information is provided.

In reviewing our records since 1974, two losses of off site power were identified.

There were no partial losses of off site power.

It should be noted that in both these events, the reactor was in the cold shutdown condition.

This was a prerequisite to the work involved since management was aware that these tasks could reduce off site power reliability.

A.

No LER (10-4-78) 1.

All off site power was off for less than 14 seconds.

Restoration of both 115kV sources occurred within one minute.

An electrician was inserting a grounding breaker at BKR 10212 for bus testing.

The breaker was inadvertently placed on line side rather than load side, which produced a fault trip of all ll5kV off site power.

No turbine trip.

Reactor initially in cold shutdown.

Initial restoration of off site power was automatic with complete return of power per-formed manually.

4.

No voltage change noted.

5.

No frequency change noted.

6.

October 4, 1978.

B.

LER 79-021 (3-27-79) 1.

All off site power was off for approximately 3 minutes.

Partial and total recovery were essentially simultaneous.

2.

No turbine trip.

Reactor initially in cold shutdown.

3.

Emergency A.C. power automatically supplied by EDG's A&C.

Off site power restored by manual action.

4.

No voltage change noted.

5.

No frequency change noted.

6.
