On April 11, 1978, the Commission issued Contruction Permits CPPR-154 & 155 for the Washington Public Power Supply System, Nuclear Projects Nos. 3 and 5.

As required by 10 CFR 170.21, Washington Public Power paid an application fee of $125,000 when the application was filed in March 1974 and construction permit fees totalling $1,016,100 ($853,600 for Unit 3 and

$162,500 for Unit 5) at the time the construction permits were issued.

In accordance with Footnote 3 of Section 170.21, the costs incurred in the processing and issuance of the WNP 3 & 5 construction permits have been reviewed and they total S690,787 for Unit 3 and $43,549 for Unit 5.

Since the fees paid of $1,141,100 exceed the costs of processing and issuing the construction permits, which total $734,336, a refund of $406,764

($287,813 for Unit 3 and $118,951 for Unit 5) is due Washington Public Power System.

Con quently, we have concurrently authorized the Office of Controller to prc,..ess the refund and to forward it to you as soon as possible.
