This. is to advise you that the Commission (with Chairman Ahearne and Comissioners Kennedy and Bradford concurring) has agreed that supervening events have raised questions which should be addressed by the NRC staff before a decision is made on whether the. Director's denial should be reviewed. The Comission did not adoot the order contained in the subject staff paper.

In lieu thereof, the Secretary signed an order (copy attached for ready reference) extending the time _ _

within which the Commission may act to review the Director's decision until

January 31, 1980.,

In the meantime, the NRC staff is requested to assess the statements reported to have been made to the New Hampshire Public Utilities Comission on November 13, 1979, aii well as any other more recent pertinent information, and report to the Comission its assessment of the significance of these events and whether this assessment indicates that the Director's decision should be modified.

Comissioner Gilinsky did not participate in this action, and Comissioner Hendrie disqualified himself from participation.

It is requested that the Executive Director for Operations provide the additional infomation desired by the Comission through tne Office of the Secretary by c.o.b. January 11, 1980.
