Dear Mr. DelGeorge:

SUBJECT:

STATUS OF STAFF REVIEW REGARDING LA SALLE COUNTY STATION, UNITS 1 & 2 In our letter dated October 16, 1978, we stated that we would advise you of those matters identified as outstanding issues in the SER inputs as quickly as the inputs are received. The display of meteorological data in the control room on analog dial meters is not acceptable because they provide instantaneous readings.

Instantaneous readings of parameters such as speed and direction may provide misleading information. We require equipment that provide time average values.

(Reference Questions 372.28 and 372.47) 2.

Complete information pertaining to seismic input has not been furnished to judge the adequacy of the plant seismic Category I structures for withstanding seismic forces as defined in our current seismic design requirements.

(Reference Questions 130.1,130.3,131.1,131.3 and 130.22) 3.

The design of the containment and its interior structures, including the structures in the wetwell, remain to be confirmed.

(Reference Question 131.13) 4.

Documentation of seismic qualification tests and/or analysis results for selected electrical equipment have not been provided.

(Reference Question 040.65) 5.

Complete information has not been submitted responding to our requests for additional information in the area of environmental design and qualification of electrical equipment.

In addition, the radiation environment addressed in the FSAR is lower than values reviewed for similar plants.

(Reference Question 04.110) 79010200c5

. DEC 211978 6.

With respect to the Peach Bottom turbine trip tests, we require that these tests be evaluated and assessed. After completing this assessment, the minimum critical power ratio must be recalculated taking into account this reassessment.

(Reference Question 221.13) 7.

Additional information is required for certain Quality Group A Components within the reactor coolant pressure boundary.

(Reference Question 011.12) 8.

La Salle's electrical system dces not meet our requirements for protection under low or degraded grid voltage condition.

(Reference Question 040.102) 9.

Test results for the diesel generators to indicate margin have not been submitted.

(Reference Question 040.104) 10.

The reactor containment electrical penetrations do not conform to Regulatory Guide 1.63 and test results do not demonstrate that the electrical penetration can maintain their integrity for maximum fault current.

(Reference Questions 040.89 and 040.104)

Please contact us if you desire any discussion or clarifications of these matters.
