FEB 21 1980 Docket No. 50-277 Philadelphia Electric Company ATTN: Mr. S. L. Daltroff Vice President Electric Production 2301 Market Street Philadelphia, Pennsylvania 19101 Gentlemen:

This refers to your letter dated February 1,1980, in response to our letter dated October 24, 1979 concerning IE Rulletin 79-14, " Seismic Analyses for As-Built Safety-Related Piping Systems".

Our October 24, 1979 letter required, in part, that you shutdown to complete the inaccessible Unit 2 piping checks pursuant to IE Bulletin 79-14 by March 1,1980 or complete those checks during any outage of sufficient duration to provide access, which ever occurs first.

Your inspections of_ inaccessible piping and analyses performed to date have indicated no items of nonconformance which would result in any safety-related system inoperability.

The resident inspector has confinned that annroximately 2,500 feet of a total 6,900 feet of Unit 2 inaccessible piping has already been inspected and has reviewed any nonconformances.

The piping inspected included portions of the Reactor Water Clean-up System, Residual Heat Removal System, Reactor Core Isolation Cooling, High Pressure Coolant Injection, and Core Spray Systems.

You have further confirmed, based on your inspections and anal ias, that a proposed extension of three weeks to shutdown Unit 2 for the additional inaccessible piping checks will result in no adverse effects.

Based on these reviews, the date by which Unit 2 must be in the cold shutdown condition to complete IE Bulletin 79-14 work is extended until March 21, 1980.

All inspections, evaluations, and any necessary modifications must be completed prior to subsequent startup.

If our understanding of your findings and planned actions described above is not in accordance with those findings and your actual plans being implemented, please contact this office by telephone and in writing within 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
of re-ceipt of this letter.

Sincerely, ww.4 Y)d,
