Crystal River Unit 3 Docket No. 50-302 Operating License No. DPR-72 Concern for Reactor System Voiding During Transients on B&W Plants

Dear Mr. Reid:

Recently the staf f has identified a suspected concern that void forma-tion may be taking place in the hotter regions of the reactor vessel during normal operating transients.

This issue was first expressed dur-ing a telephone conversation between the staff and B&W in November, and subsequently documented in your letter of January 9,

1980, which contains the request that Florida Power Corporation evaluate the validity of this suspected concern.

In response to the November conversation, B&W investigated the concern, reviewed the data from the transients reference by the I&E inspector and prepared the attached report in response.

The B&W investigation does not support the inspector's contention and concludes that voiding does not occur in the reactor coolant system during anticipated transients.

In response to your letter of January 9,1980, Florida Power Corporation hereby submits, for your review, the attached B&W report entitled, "Po-tential Reactor System Voiding During Anticipated Transients."

It is our position that this report adequately demonstrates that voiding dur-ing anticipated transients is not a concern at Crystal River Unit 3.
