Dear Mort,
In our discussion concerning Technical Specification Change Request No. 35, which entails revision to the maximum allowable Nuclear Overpower Trip Set-point based on the maximum number of inoperable steamline relief valves, the inconsistency between the numbers actually in the Technical Specifica-tion and the equation in the Bases that was supposed to be used to obtain these numbers was discussed.
If the correct numbers (submitted with TSCRN35) are input into the present bases equation, with the exception that the Nuclear Overpower Trip Setpoint of 105.5% be changed to 100.0%, the result is a reduced Nuclear Overpower Trip Setpoint of 85.75% for one inoperable safety valve.
This was apparently rounded down to an even 85%
for one safety valve and since this was a reduction of 15% in the Nuclear Overpower Trip Setpoint from 100%, which was used in the equation, the reduced Nuclear Overpower Trip Setpoint for two inoperable steamline relief valves became 70% and for three valves it became 55%.
Technical Specification Change Request No. 35 incorporates the correct nuclear overpower trip setpoint, which is specified in Technical Specifica-tion Tabl e 2.2-1, and it also employs the correct value for the total actual available relieving capacity for each steam generator.
The present Technical Specification only allcws for the relief capacity equivalent to 112% of Rated Thermal Power.
