Mr. F. Schneider Vice President - Production 80 Park Place Newark, NJ 07107 Gentlemen:

An inspection performed at the Salem Unit 1 facility on November 18 through December 15, 1979, and January 9,1980, focused on an event which occurred on October 31, 1979.

This event was documented in your Licensee Event Report (LER) 79-71 dated November 30, 1979.

The event consisted of the simultaneous removal from service for routine maintenance of all three emergency diesel generators.

An item of noncompliance relating to this event is set forth in Appendix A to this letter.

Recognizing that the event occurred when the reactor was in the cold shutdown mode with no core alterations.or reactivity changes involved and that it was attributed to operator error, it is our understanding that a member of site management directed an unlicensed operator who was not familiar with the diesel generator Technical Specifications to tag out the emergency diesels for lubrication.

Such action reflects adversely on your control over removal of vital equipment from service.

You should be aware that we view the removal from service of a total safety system to be serious.

Had the reactor not been in cold shutdown for an extended period when this occurred, our reaction would be swifter and more severe. We intend to be vigilant in discharging our responsibility for safe operation of nuclear plants.

We expect that licensees will abide by their obligations and commitments to safety.

Therefore, your response to the specific item of noncompliance identified in Appendix A should amplify your corrective actions as they relate to the following:

1.

Plans for improving your management control over maintenance and surveillance activities to ensure that such work is performed by qualified individuals.

2.

Plans to improve personnel training practices to ensure that operations important to plant safety will be properly carried out.

Following our receipt of your reply, the Director of the NRC's Region I office will set up a meeting with you to discuss your corrective action.

He will inform you of the time and location of the meeting.
