APPENDIX A NOTICE OF VIOLATION Mississippi Power and Light Company License No. CPPR-118 Grand Gulf, Unit No. 1 Based on the NRC inspection December 11-14, 1979, certain of your activities were apparently not conducted in full complirnce with NRC requirements as indi-cated below. These items have been categorized as described in correspondence to you dated December 31, 1974.

As required by Criterion V of Appendix B to 10 CFR 50 and impicmented by the Grand Gulf PSAR, paragraph 17.1.5, activities affecting quality must be accomplished in accordance with established procedures.

Purchase Specifica-tion No. 21A2005, Revision 2, paragraphs 2.2.1 and 5.1 requires examination of Recirculation System welds in accordance with the ASME Boiler and Pressure Vessel Code (ASME)Section III, 1974 edition with no addenda.

Purchase Specification No. 21A9519, Revision 0, paragraphs 2.2.1 and 5.1 requires examination of Main Steam System welds in accordance with the ASME,Section III, 1974 edition plus addenda through Summer 1974. t.SME Sec-tion III, paragraph NB-5112 references ASME,Section V for examination requirements.Section V, paragraph T-235.1 requires that the radiographic film identification not obscure the area of interest.

Section V, paragraph T-262.3 requires radiographic film density in the areas of interest to be within minus 15 percent of the penetrameter density.

Contrary to the above, on December 13, 1979 radiographs for welds A and B of Main Steam System spool Q1B21-G001-G003-C-1 contained a flash card type film identification over area 35 preventing evaluation of this area and the radiograph for Weld B of Recirculation System spool Q1B33-G001-G007-A-1 contained a density of 2.11 at area 0 versus a penetrameter density of 2.71.

This is an infraction.
