Dear Mr. O'Reilly:
We have reviewed your letter of January 16, 1979, in reference to the inspection conducted at North Anna Power Station, Unit Nos. I and 2 on December 3-21,1979, and reported in IE Inspection Report Nos. 50-338/79-52 and 50-339/79-58.
Our response to the specific infraction is attached.
We have determined that no proprietary information is contained in the reports. Accordingly, the Virginia Electric and Power Company has no objection to these inspection reports being made a matter of public disclosure.

Paragraph 6.1 of Sec tion 5.13 of Virginia Electric and Power Company's (VEPCO) Quality Assurance Manual, Engineering and Construction, requires that' each' suspected f' ail'u re to comply ~with the Atomic Energy ' Act'

Upon completion, a copy shall be hand carried to the Executive Manager Licensing and Quality Assurance or his designee.
Additionally, Paragraph
- 6. 2 of Section 5.13 requires that reviews be completed within five (5) calendar days or items become automatically reportable.
Contrary to the above, informa tion concerning problems reported on Unit I as LER's79-143 on November 9,
19 79 and 79-152 add 79-153 on Novembe r 16, 1979, had not been reviewed for applicability to Unit 2 as of December 4, 1979.
This is an infraction.
Similar items were brought to your attention in our letters dated June 25 and August 7, 19 79.
Response
The failur-to review potentially reportable items for applicability to Unit 2 d ribed in this infraction apparently resulted from imprope r routing of the necessary information.
The Unit 1 Deviation Reports which resulted in the three LER's were never received by Power Station Engineer-ing or were misplaced.
Since that time the three problems involved have been reported under the provisions of 10 CFR 50. 55 (e) and 10 CFR 21.
Pursuant to Section 2.201 of the NRC's " Rules of Practice" Part 2, Title 10, Code of Federal Regulations, the following information is submitted.

Corrective steps taken and results achieved:
To prevent recurrence, the station manager has been made an essential part of construction unit reporting.
The station manager or his designee will from now on assume the duties of Project Engineer in reviewing reportability on Unit 2 in order to assure more timely reviews.
A supplement to Section 5.13 of the Quality Assurance Manual has been written to reflect this change.
Corrective steps which will be taken to avoid further non-compliance:
We believe that no further corrective action is required.
