Dear Mr. Carlson:
Your letter of December 19, 1979, f orwarded combined Inspection Reports 50-277/.79-24 and 50-278/79-26.
Appendix A to your letter addresses one item which did not appear to be in full compliance with Nuclear Regulatory Commission requirements.
The item is categorized as an inf raction and is restated below with our response.
10 CFR 50, Appendix B, Criterion XVI, states in part, that: " Measures shall be established to ensure that condition adverse to quality,
... are promptly identified and corrected Contrary to the above, on August 21, 1979, it was identified by quality control that bolt patterns for the base plates of Hanger Non. 33HB-H266 and 33HB-H267 did not conf orm to the specified bolt patterns on the applicable is ome t ric drawings, however, no corrective action was initiated t o s olve and correct this nonconf ormance as of the date of the inspection (September 25, 1979).

Response
Philadelphia Electric Company field inspection supervasor decided that these deviations were of no significance.
This decision was based on the fact that the concrete expansion bolts in question are not subjected to tensile loads and the bolt hole spacings were off by app roxima te ly 1/2 inch.
Therefore, these deviations were not rep orted t o the engineer / architect, Bechtel Power C orp oration, site representative for disposition.
As a result of this inspection, these deviations were submitted to Bechtel f or their review.
Bechtel's response for both hangers dated September 27, 1979 verified that the field decisions were correct, that is both base plates are acceptable as installed.
Corrective action has been taken t o avoid f urther items such as this by reinstructing the Philadelphia Electric Company site construction engineer to report for disp osition all nonconformances found in the concrete expansion bolt verification program to the Bechtel site representative in accordance with current inspection procedure.
