s PACIFIC GAS AND ELECTRIC COMPANY HUMBOLDT BAY POWER PLANT UNIT No. 3 Docket No. 50-133 License No. DPR-7 ATTACitMENT A RESPONSE TO IE BULLETIN NO. 79-26 DATED NOVFMBER 20, 1979 IE Bulletin 79-26, concerning boron loss from BWR control blades, re-quested that we provide a written report describing our findings relative to the following items:

1.

"The operating history of the reactor is to be reviewed to establish a record of the current B10 depletion averaged over the upper one-fourth of the blade for every control blade; the record is to be maintained on a continuin basis. This action is required on all ir refueling or operating."

reactors whether s' Our operating history has been reviewed and a hand calculated conservative estimate of the current B10 depletion established for the upper one-fourth of all the reactor control blades. We will refine the calculations and maintain this record up-to-date following the resolution of the seismic issue and our subsequent startup.

2.

" Identify any control blades predicted to nave greater than 34 percent 10 B

depletion averaged over the upper one.ourth of the blade by the next refueling outage.

Describe your plans for replacement of identified control a.

blades.

b.

Describe measures which you plan to take justifyin;

-tinued operations until the next refueling specifically addressing (1) any blades with greater than 42 percent depletion averaged over the upper one-fourth of the blade; and (2) the condition where you find greater than 26 percent of the control blades calculated to have greater than 34 percent depletion averaged over the upper one-fourth of the blade."

10 All control rod blades estimated to have greater than 34 percent B depletion over the upper 25 percent of the blade have been identified by our conservative hand calculated estimate.

Plans for replacement of these blades have not and will not be established until resolution of the present scismic issue is determined and a more precise calculation is performed.

Following the resolution of the seismic issue, we will inform you of our plans for blade replacement.

Since we are presently shutdown and must remain shutdown because of license requirements related to the seismic issue, item 2b is not applicable.
