FEB 191980 Docket Nos. 50-369 and 50-370 Mr. William 0. Parker, Jr.
Vice President, Steam Production Duke Power Company P. O. Box 2178 422 South Church Street Charlotte, North Carolina 28242
Dear Mr. Parker:
SUBJECT:
DROPPED CONTROL ROD PROTECTION (McGuire Nuclear Station, Units 1 and 2)
The Westinghouse Electric Corporation notified the Nuclear Regulatory Comission on November 15, 1979 of the potential for predicting more limiting results for single dropped control rod events in its power plants with negative rate trips.
This matter was discussed further with Westinghouse and the NRC Staff at a meeting in Bethesda, Maryland on November 19, 1979.
The interim solution agreed upon at the meeting was:
1.
A plant may operate in manual control from 0 to 100% power with no changes in the current rod insertion limits.
2.
A plant may operate in automatic control from 0 to 90% power with no changes in the current rod insertion limits; above 90% power the D control rod bank would have to be withdrawn to 215 steps or greater.
This has been implemented for operating reactor:, by a docketed agreement to follow the interim procedures by each licensee.
It is requested that you provide a docketed statement indicating your position on this matter by March 12, 1980.
Sincerely, Q t.%
