RECEIPT OF TENDERED APPLICATION FOR CONSTRUCTION PERMITS -

NEW HAVEN NUCLEAR POWER PLANT, UNITS 1 & 2 On November 22, 1978, we received your tendered application for construction permits for the New Haven Nuclear Power Plant, Units 1 & 2.

The tendered application includes the following documents:

Preliminary Safety Analysis Report 2.

General Information 3.

SWESSAR-P1 PSAR 4.

CESSAR PSAR 5.

Environmental Report 6.

Preliminary Physical Security Plan (Proprietary)

Project No. P-657 has been assigned to your application and any future correspondence prior to docketing should reference this number. The antitrust portion of your application was docketed on January 19, 1978 under Docket Number P-657-A.

We will begin the acceptance review on November 24, 1978 to determine the completeness of these documents and expect to complete our review by December 22, 1978. Upon completion of our review, we will notify you by letter as to the conclusions and arrange a meeting with you to discuss these conclusions.

Concurrent with this acceptance review, we will be conducting a review of

,, your proposed QA program and the implementation of it in your design and procurement activities.

You will be advised further concerning this review.

' NOV 2 41978 A copy of your application, less your proprietary Physical Security Plan will be placed in the NRC Public Document Room in Washington, D. C. and the local public document room which has been established in the Oswego County Office Building, Oswego, New York. A copy of the application, and other relevent documents, as they become available, will be on file for public inspection.

It is requested that you have one of your representatives make periodic checks of the material available and assure that any revised and supplemental information is properly incorporated into the application, Preliminary Safety Analysis Report and the Environmental Report and that any amendments, reports, and letters which you file with us are available.
