SUBJECT:

REQUEST FOR COMPUTER TERMINALS On June 8,1981, we initiated a requisition for a portable computer. This machine would be used in developing programs which will be translated for use in the field with progrcmmable calculators. By memorandum dated June 29, 1981, you withheld approval of our requisition pending our evaluation of the use of ECLIPSE for this purpose. In my memorandum of July 17, 1981, we agreed to evaluate ECLIPSE for one month.

We evaluated ECLIPSE using a portable TI 700 terrainal and a Datagraphix 132B teminal connected to a TI OMMI 800 printer. We found that program develop-ment with the Datagraphix teminal, which has a 132 character monitor, is much more efficient than developing programs with the calculator.

Further, we believe that the portable terminal will be adequate for initial develop-ment work at reactor sites. In addition, portable terminals have been obtained for the regional offices. Using the same computer for technical work has some efficiency and cost advantages.

There are, however, two disadvantages in using ECLIPSE.

First, 300 CAUD telephone lines have not always been available for access to the computer.

Second, ECLIPSE is not on line during afternoon working hours for regional offices in other time zones and during evening hours in our time zone.

We understand that extended service can be provided if requested.

On balance, ECLIPSE appears to be a better choice than our origi'nal request for an HP 85 or equivalent, especially when expanded computer use for upgrading the IE independent measurements program is considered. For these reasons we have decided to proceed with the ECLIPSE.

We request that you obtain two remote computer terminals for our use, as soon as possible. These terminals will be used to develop programs for calculational support for complex inspections. Present plans include development of programs for reactor coolant system leak rate testing, containment leak rate testing and plant heat balance calculations. A TI 700 terminal capable of 1200 BAUD of equivalent would serve this purpose.

The other should have a monitor for editing programs and a printer for docu-menting the results, both with capability for 132 characters per line and having high resolution. We request a Datagraphix 132B terminal or equivalent for this purpose.

It is anticipated that this terminal would be used about twenty hours per week.

We also need to have the computer available 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> a day on a request basis.

Some of the programs we are developing will be used by regional offices which will be open as late as 8:00 p.m. Eastern time. Other programs, such as those supporting containment leak rate tests or incident reeponses, require the availability of the computer at any time of the week. In particular, we would like to use the computer between midnight and 8:00 a.m. during the period between September 8 and September 14, 1981.

D. C. Kirkpatrick will be the response center duty officer during this period and would use the incident response terminals for program development and testing. For these reasons we request that provision be made to leave the computer on at night, startir:g immediately if possible.
