APPENDIX A NOTICE OF VIOLATION Public Service Electric and Gas Company Docket No. 50-354 This refers to the inspection conducted by a representative of the Region 1 (Philadelphia) office at the Hope Creek Generating Station, Unit 1, Hancocks Bridge, New Jersey, of activities authorized by NRC License No. CPPR-120.

During this inspection, conducted on September 12-14, 1979, the following item of apparent noncompliance was identified:

Appendix B of 10CFR50, Criterion VII, states, in part: " Measures shall be established to assure that purchased materia ~i, equipment, and services...

conform to procurement documents.

These measures shall include provisions

... for source evaluation and selection, objective evidence of quality...

inspection... examination of products upon delivery..."

Bechtel specification P-201 Q Revision 3, titled " Technical Specification for Field Fabricated Piping", invokes the requirements of Section III of the ASME Code.

Paragraph NC-4214 of Subsection NC states that:

"If any fabrication operation reduces the thickness below the minimum required to satisfy the rules of NC3000, the material may be repaired in accordance with NC4130." Such repair welds are required to be examined by surface examination.

Contrary to the above, as of September 14, 1979, pipe spools in the resi-dual heat removal (RHR) system exhibited repairs to restore minimum wall thickness without the required surface examination.

Also, these items were inspected and accepted in the pipe fabricators shop, upon delivery to the sita, and were installed into the system.

This item is considered to be an infraction.
