Dear Mr. Grier:

NRC INSPECTION REPORT 50-354/79-04 NO. 1 UNIT HOPE CREEK GENERATING STATION We have received and reviewed the report of your inspection conducted on September 12-14, 1979.

The report was trans-mitted with your letter of November 9, 1979 and received on November 16, 1979.

Our response for the item of noncompli-ance is as follows:

1.

Corrective steps taken by Bechtel and the results achieved:

a)

Bechtel has reviewed the Supplier's (Dravo) method for NDE of weld buildups applied to Nuclear Class 2 shop buttweld ends, and has determined that surface examination should have been performed as required by ASME Section III, NC-2539.

This surface examination was listed as an option in Dravo's General Fabrication Procedure, SP-1, in all revisions prior to Revision 7.

Procedure SP-1, Revi-sion 7, dated July 26, 1979, requires weld buildups to be surface examined by either MT or PT, along with RT as required.

b)

'Bechtel has initiated a request to Dravo to provide the rationale for not performing the required surface examinations, and to provide other information, in-cluding a listing of pipe spools involved.

Response

has been requested by January 4, 1979.

c)

Bechtel sill initiate any necessary corrective steps as the investigation proceeds and information becomes available from Dravo.

Corrective steps taken to avoid further items of noncom-pliance:

a)

Dravo has revised Procedure SP-1 (Revision 7, dated July 26, 1979) to provide for surface examination in strict compliance with ASME Code Section III, Para-graph NC-2539.

b)

Bechtel instructed to initiate any additional correc-tive steps necessary to avoid further noncompliance.

3.

The expected date for full compliance is July 1, 1980, at which time full documentation of the investigation will be available at the site.
