B. McCarten and J. H. Neisler of this office on November 2, 1979, of activities at the La Salle County Nuclear Power Station, Unit 1, authorized by NRC Construction Permit No. CPPR-99 and to the discussion of our findings with Mr. L. De1 George and others of your staff at the conclusion of this investigation. The enclosed copy of our investigation report identifies areas examined during the investigation. Within these areas, the investigation consisted of a selec- tive examination of procedures and represenative records, observations, and interviews with personnel. No items of noncompliance with NRC requirements were identified during the course of this investigation. However, there is some concern on our part as to the timeliness of the withdrawal of the signature from the questioned N-5 form. Apparently Commonwealth Edison Company was aware of the improperly authenticated N-5 form in March of 1979. Yet, withdrawal of the form was not accomplished until May of 1979. It is our opinion that the withdrawal could have been accomplished in a more timely fashion. In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the enclosed investigation report will be placed in the NRC's Public Document Room, except as follows. If this report contains information that you or your contractors believe to be proprietary, you must apply in writing to this office, within twenty days of your receipt of this letter, to withhold such information from public disclosure. The application must include a full statement of the reasons for which the information is considered proprietary, and should be prepared so that proprietary information identified in the application is contained in an enclosure to the application. 1794 345 - p soom ai n
