Docket tio. 50-312 (Rancho Seco Nuclear Generating Station LICENSEE'S ANSWER TO ORDER TO SHOW CAUSE In an Order to Show Cause, dated January 2,1980, the Commission, through the Director, Office of Nuclear Reactor Regulation, ordered Licensee to show cause why it should not by January 31, 1980, implement all " Category A" requirements (except the requirement of 2.1.7.a of NUREG-0578) referred to in Part II of the Order, except those for which necessary equipment is shown, by appropriate and timely documentary justification to the Director, Office of NRR, to be unavailable, or in the alternative, place and maintain its facilities in a cold shutdown or refueling mode of operation. The Order further provides that " Category A" requirements not implemented by January 31, 1980, owing to the unavailability of necessary equipment, shall be implemented within 30 days of the date such equipment becomes available, but no later than June 1, 1980.
In answer to the Ordar to Shcw Cause, Licensee states as follows:
1.
Licensee does not demand a hearing with respect to the Order.
2.
My letters in this docket of October 18, 1979, to Mr. D. G.
Eisenhut; of November 19 and 26, 1979, to Mr. Robert W. Reid; of January 7, 1980, to Mr. Robert W. Reid; and of January 16, 1980, to Mr. Harold R. Denton, are hereby incorporated into this Answer by reference.
3.
Licensee placed Rancho Seco Nuclear Generating Station in a cold shutdown or refueling mode of operation on January 15, 1980.

Licensee will implement by January 31, 1980, all " Category A" 17ol 254 soon a

requirements (except the requirement of 2.1.7.a of NUREG-0578) referred to in Part II of the Order, except those for which necessary equipment is unavailable, or maintain Rancho Seco Nuclear Generating Station in a cold shutdown or refueling mode of operation.
5.
Appropriate documentary justification for delays in implementation due to the unavailability of necessary equipment of which Licensee is currently aware is set forth in my lettei of January 16, 1980, to Mr. Harold R. Denten, Director, Office of Nuclear Reactor Regulation.
6.
" Category A" requirements not implemented by January 31, 1980, owing to the unavailability of necessary equipment will be implemented by Licensee within 30 days of the date such equipment becomes available, but no later than June 1, 1980.
7.
Licensee reserves the right to seek modification of the Order if unforeseen and unavoidable delays arise in the implementation of the
" Category A" requirements pursuant to the terms of the Order.
