Dear Mr. Denton:
Please find enclosed the Sacramento Municipal Utility District's answer to Order to Show Cause which you issued on January 2, 1980. Rancho Seco Nuclear Generating Station is presently shut down and will remain shut down for its annual refueling and maintenance outage originally scheduled to begin January 19, 1980.
The District desires at this time to set forth appropriate documentary justification for delays in implementation of the " Category A" short-term lessons learned requirements due to the unavailability of equipment of which the District is currently aware.
Signal processing equipment required for the implementation of Item 2.1.3.a is not expected to be delivered until May 1,1980, which is after the scheduled startup date for Rancho Seco. The period November 1 through December 7,1979 was required for the preparation of specifications for this equipment. The specifications were released fcr bid on December 7, 1979 and the bid opening was on December 26, 1979. The District's Board of Directors rejected all bids on January 3,1980, and authorized the General Manager to negotiate a contract for this material. Negotiations were completed and District Contract Number 7504 was awarded on January 7, 1980 to Technology Energy Corporation.
Equipment to be located within the reactor building will be delivered by approximately March 1,1980 and should be installed during this outage.
