Gentlemen:
Thank you for your letter of November 6,1980, informing us of steps you
have taken to correct the items of noncompliance concerning activities under
NRC Construction Pennit Nos. CPPR-118 and CPPR-119 brought to your attention
in our letter of October 9, 1980. We will examine your corrective actions
and plans during subsequent inspections.
We can understand your discussion regarding NRC Item 50-416/80-20-23;
50-417/80-13-23 in that your investigation shows that the example weld
discussed in the noncompliance was found to be acceptable after engineering
evaluation. As we discussed during the telephone call of November 4,1980,
the noncompliance still stands in that the item of concern was the programatic
aspect which would allow acceptance of an unacceptable weld. We still feel
that the program was inadequate and that clarification of the specific
inspection criteria as discussed in your response will bring your program into
compliance with the requirements of 10 CFR 50, Appendix B.
