Pursuant t o ti'.- rnvisions of 10 CFMO. 55(e) tFo NPC % ion II was notified on J,tnuary 16, 19 N that the control panels for the Unit 2 control roon air corv'itioning, chiller units were not cualified to eeist ic Catercry I require-nc n t '< . " e ncescia:-te gus11fication of the Unit 1 centrol :.anels was pra-viously reported to the coccission in LER 8C-002/OlT-0.

To seismically qualify the panel internals, a shake test of one of the Unit 2 chiller control panels was conducted at an off-site test facility. Pre-Itainary results of the soisnic tasts indicate that the control panels for chillers 1-Tiv-?-4A, 4 and C and 2-HV-E-4A, B and C are seismically qualified for installation at Morth Anna Power Station. The testing was coordinated and vitnessed by Stone & ebster ?ngineerine %:chanics and Control Systens Enrincers and Vestinghouse factory representatives.

Pecause the testing vna perforned with the control panel installed on a rigid frane, several nodifications are required to ensure that the ebiller assenhly, as installed, is a rigid frane. This includes the rencval of the four rubber isolation pads presently under the base of the water chiller and substituting then with metal base plates or shire and installing grout to raintain the existing unit base elevation. In addition, it is necessary to disconnect a "Cuardistor" relay from the chiller control circuit, which is a preduct feature designed te provide additional motor overload protection. This action will require a modification to the chiller control viring circuit. Since norr.a1 motor overload protection is supplied with the chiller unit, chiller control circuit reliability will be increased by this particular nodification. The afore-mentioned changes will be completed prior to initial fuel loading of Unit 2.
