Gentlemen:

This refers to the investigation conducted by Mr. R. C. Stewart and other

members of our staff during the periods September 7 and 12; October 11,

16, 18 and 20, 1979, of activities authorized by NRC Construction Permits

No. CPPR-126 and 127 for the Comaache Peak facility, Units No. I and 2,

concerning allegations by a former Comanche Peak employee which appeared

in a news article of the University of Texas at Arlington " Shorthorn,"

dated July 18, 1979.

The investigation and our findings are discussed in the enclosed investi-

gation report.

Within the scope of the investigation, no items of noncompliance were

identified.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the

enclosed investigation report will be placed in the NRC's Public Document
