Your lettars dated May 21, June 13, and June 20, 1975, submitted proposed changes to Appendix B to Facility Operating License No. DPR-50.
The proposed changes relate to the environtrental monitoring program and its reporting requirements.
a We have completed our review of the proposed changes and have designated our action as Amendme;tt Nn-O. Change No. 9 to the Technical Specifi-cations of Operating License No. DPR-50. We have included in our action revised pages to reflect these changes.
The staff has evaluated the potential for environmental impact of J
plant operation in accordance with the enclosed amend: rent.
The amend-ment applies only to administrative details and to tre environmental monitoring program.
The staff has determined that the amendment does not authorize a change in effluent types or total amounts nor an increase a
in power level, and will not result in any significant environmental 3
impact.
Having made this determination, the Commission has further
]
concluded pursuant to 10 CFR 51.5 (d) (4) that an environmental statement, negative declaration or environmental impact appraisal need not be pre-pared in connection with the issuance of this amendment.
j Since the amendment applies only to adninistrative details and to the environmental monitoring program, it dces not involve significant new safety information of a type not considered by a previous Commission safety review of the facility.
It does not involve a significant increase in the procability or consequences of an accident, does not 1
involve a significant decrease in a safety margin, and therefore does not involve a significant hazards consideration.
The Cc:nnissioc has also concluded that there is reasonable assurance that the health and j
safety of the public will not be endangered by this action.
