cnd the eventual necessity of removcl of such gcses frem the structure prior to entry of workers cssigned to recovery operctions.1 The most plentiful rcdiocctive isotope present in the g cse cus mixture wcs reporte to be Krypton-85, cithough other fission products, including xenon-133 ond -135, strontium-90, cnd cesium-137 cre also present.
Mr. John Herbein, Vice-President of Metropoliton Edison Co. the owner of TMI-2 cnd licensee of this Commission, estimated the overcll level of radio-cctivity represented by the g c se ou s-mixture to be two million curies.2 The cf orementioned newsocper accounts stcted thct Met-Ed was considering two principcl. options for the removcl of the 'gese s :
- 1) ventilction into the ctmosphere, and 2) pumping it into pressurl:ed steel tcnks of licuid hydrogen for disposcl ct cn copropriate nuclear weste fccility.
Mr. Herbein stated thct relecse into the ctmosphere wcs considered by Metropolitcn Edison to be the "less hc:crdous" of the two cforementioned methods of removcl.3

Petioners all reside within on eignt to fifteen mile rcdius of the TM!-2 fccility cnd therefore cre directly effected by whctever cction this Commission. may tcke with respect to the disposc1 of TMI-2 gesseous fission products.

It emits both gcmma rcys, which cre known to pose serious hecith risks cnd beto pcrticles grcvitcting towced to huncn reproductive orgcns, concentrction in the lungs.
In cddition to the lung exposure, direct exposure would provide cniexternc1 skin dese.S 4
This petition'iscbrough,t.pursucnt.to section.2.8C2 of this Co mission't regulctions (10 CFR 1 2.E02).,
It seeks a cetermination by this Commission pursucnt to 10 CFR $ 51.5(c) (10) that cny cetion by it cuthori-ing the relecse into the ctmosphere of the radiocctive cases-presently,contcined within the TMI-2 facility wculd "significently -ffect the quality of the humcn environment," cnd therefore requires the preperction of en Environ-mentc1 Impcet Stctement prior to the tcking thereof.

Relecse of scid gcses into the ctmosphere poses c substentici risk thct one or both of the following limitctions on rcdiction exposure of persons'in the immediately surrounding unrestricted crecs will be exceeded:
1)
Two millirems within cny single hour (10 CFR 20.105(b)(1 )
2) 100 millirems in cny seven concecutive days (10 CFR 20.105 (b)(2).

A full Environrentel Imocet Statement is felt by petitichers to be necessory in order to cssure cdequcte consideration of c11 environmentally relevent csoects of the geseous releases Metropoliten Edison Co. copeers to hcVe decided to ccuse in the necr future.
Such c Stctement could be expected ct minimum to sctisfy the stcndards of comprehensiveness cnd specificity set forth by this Commission et 10 CFR 20.106 (c), which inter clic cells for en essessment of the possibility of "reconcentra 3 tions of rcdionuclides" within the relevent period of rcdiocctive decay (10 CFR 20.106 (c)(6)).
Most importently, c full EIS will insure full cnd complete considerction of all feasible citernative: methods of disposal of the gases. (42 USC 5 4332 (c)(iii).
