SUBJECT:

REQUEST FOR ENVIRONMENTAL IMPACT STATEMENT ON VENTING 0F RADI0 ACTIVE GASES FROM TMI-2 By petition dated August 9,1979, John Bowers and Gail Bradford, on behalf of the Anti-Nuclear Group Representing York ( ANGRY), requested under 10 CFR 2.802 that the Comission determine that any action authorizing the release into the atmosphere of the radioactive gases presently contained within the TMI-2 facility would "significantly affect the quality of the human environ-ment", and therefore, requires the preparation of an Environmental Impact Statement. We are treating this petition under 10 CFR 2.206.

In view of the new technical specifications, about to be issued, concerning this matter the petition should be dealt with expeditiously. This office will work with your staff to develop an appropriate response.

Enclosed for your use are drafts of:

1.

A letter of acknowledgment to Mr. Bowers and Ms. Bradford.

2.

A letter of transmittal to the Licensee; and 3.

A notice of receipt of request for publication in the Federal Register.

If these drafts are not changed, they neea not be returned to this office for concurrence. However, please provide us with a copy of the outgoing letters and notice and refer other correspondence related to this matter to this office for concurrence. Also, please inform us who your staff contact on this matter will be.
